ATV Rules and Safety in Ontario

The Ontario Off-Road Vehicles Act outlines the rules for operating all-terrain vehicles (ATVs). Under the Act, an ATV must have:

  • Four wheels with all tires in contact with the ground
  • Steering handlebars
  • A seat designed to be straddled by the driver and no passengers
  • Headlights and taillights that stay on at all times
  • Low-pressure tires and an operating brake light
  • A visible licence plate permit and valid insurance


Vehicles like dirt bikes, golf carts, go-karts, dune buggies, and utility vehicles (e.g., “Mules,” “Gators,” “Bobcats”) do not meet this definition.

Local Regulations

  • Town of Innisfil: ATVs are allowed on municipal roadways under local by-law.
  • Town of Bradford West Gwillimbury & County of Simcoe: ATVs are not permitted on roads.
  • Trails: ATVs and Off Road Vehicles are not permitted on municipal trails.  
  • Parks: ATVs are never permitted.

Rules for Riding in Innisfil

If riding on Innisfil roads, you must:

  • Hold a valid G2 or higher driver’s licence
  • Have insurance and registration (must be shown upon request by police)
  • Wear a helmet and keep headlights on
  • No riding between 11:00 p.m. and 6:00 a.m.
  • Ride on the shoulder in the same direction as traffic
  • Follow speed limits: 20 km/h where posted 50 km/h or less, 50 km/h where posted higher
